All Hallow's Eve's triggered ability functions from the exile zone. This ability has an "intervening 'if' clause." It won't trigger at all unless All Hallow's Eve is exiled and has a scream counter on it (which can happen only if it resolves as a spell).

Each creature returned to the battlefield by All Hallow's Eve enters under its owner's control.

Arboria’s effect cares about the actions taken by players, not their results. If a player cast a spell during their last turn but that spell was countered, that player may still be attacked. The same is true if a player put a nontoken permanent onto the battlefield during their last turn, but that permanent left the battlefield before their turn ended.

Arboria’s effect cares whether a player put a nontoken permanent onto the battlefield. It’s unusual for an ability to care who put a permanent onto the battlefield, as opposed to under whose control it entered.

If two or more permanents have the world supertype, all of them are put into their owners’ graveyards except the one that has had the world supertype for the shortest amount of time. If there’s a tie for the shortest amount of time, all world permanents are put into the graveyard.

Creatures can't attack a player unless that player cast a spell or put a nontoken permanent onto the battlefield during their last turn.

Blocking any creature in a band blocks the entire band. If a creature with banding is blocked, the attacking player chooses how the blockers’ damage is assigned.

If a creature in combat has banding, its controller assigns damage for creatures blocking or blocked by it. That player can ignore the damage assignment order when making this assignment.

Activated abilities contain a colon. They’re generally written “[Cost]: [Effect].” Some keywords are activated abilities and will have colons in their reminder text.

This has the supertype world. When a world permanent enters, any world permanents that were already on the battlefield are put into their owners' graveyards. This is a state-based action called the "world rule." The new world permanent stays on the battlefield. If two world permanents enter at the same time, they're both put into their owners' graveyards.

Chain Lightning

As Chain Lightning resolves, either the original or one of the copies, the targeted player or the controller of the targeted permanent may copy it. The copy has the same text, target, and color as the resolving spell, though the player creating the copy may choose a new target for it. Once that copy is created (or not), the Chain Lightning finishes resolving and leaves the stack.

If the targeted player or permanent is an illegal target as Chain Lightning tries to resolve, the spell doesn’t resolve and none of its effects happen. It can’t be copied.

The copy of Chain Lightning is created on the stack, so it’s not cast. Abilities that trigger when a player casts a spell won’t trigger. Players may respond to that spell before it resolves.

The player putting the copy of the spell on the stack controls that copy.

Chain Lightning deals 3 damage to any target. Then that player or that permanent's controller may pay {R}{R}. If the player does, they may copy this spell and may choose a new target for that copy.

Chains of Mephistopheles

Every time a player draws a card, that player must first discard a card from his or her hand. If there are no cards in player's hand, take top card from library and place it in the graveyard instead of drawing. This enchantment does not apply to the first card drawn by a player during the draw phase.

Cards which are drawn as a cost are affected by this card because replacement effects can alter the payment of costs.

The effect is cumulative. If there are two of these on the battlefield, each of them will modify each draw (after the first one if during the draw step), and will cause the player to discard or to “mill” a card from their library. As they resolve in order, the player must discard if possible. Once the player fails to discard and instead “mills” a card, all further effects of additional Chains of Mephistopheles will not do anything. This is because the “mill” also replaces the draw effect and the player is no longer drawing a card. You handle them in order. Each one makes you discard first and then continue or else mill a card and lose the draw.

A player’s normal card draw on their turn is exempt from this effect. All other draws will be affected.

Here’s what happens when Chains of Mephistopheles replaces a player’s draw: — If that player has at least one card in their hand, they discard a card and then draws a card. — If that player’s hand is empty, they put the top card of their library into their graveyard. The player doesn’t draw a card at all.

If a spell or ability would cause a player to draw multiple cards, this is treated as a number of individual “draw one card” actions. Apply the effect of Chains of Mephistopheles to each one.

If a player would draw a card except the first one they draw in each of their draw steps, that player discards a card instead. If the player discards a card this way, they draw a card. If the player doesn't discard a card this way, they mill a card.
